Phoenix Park Gas Processors Ltd. (PPGPL), established in 1991, is a leading natural gas processing, fractionation, and NGL marketing company located in Trinidad and Tobago. PPGPL processes natural gas supplied by the National Gas Company of Trinidad and Tobago (NGC) to produce lighter hydrocarbons such as methane and ethane, which are redelivered to NGC for distribution to downstream industries, including ammonia, methanol, and power generation plants.
The heavier hydrocarbons, referred to as natural gas liquids (NGLs), are obtained from gas processing at the PPGPL facility and via an 8-inch pipeline from an LNG facility on the island. These NGLs are fractionated into propane, butane, and natural gasoline. The products are stored in tanks and marketed to customers through truck tanker wagons or seafaring vessels. To ensure continued operational efficiency, PPGPL engaged SMSCL to provide mechanical manpower for the 2022shutdown of Gas Plant 3, located at its Point Lisas facility. SMSCL’s role was to support critical maintenance activities during this planned shutdown, ensuring timely and effective execution.

- Provision of Mechanical Labour
SMSCL provided mechanical labour on a 24-hour basis to meet the demands of the shutdown’s rigorous schedule. The manpower allocation ensured uninterrupted support for all mechanical maintenance activities during the shutdown period.

SMSCL supplied all necessary tools and equipment required to execute fitting and rigging services, ensuring all tasks were completed efficiently and to the highest standards.

Process Piping & Equipment Installation for New 10” Export Pipeline at BPTT Terminal Project Summary
Project Overview:
Perenco, the operator of the Teak, Samaan, and Poui(TSP) fields, is undertaking the installation of a new 10-inch pipeline originating from its offshore Teak A Platform and terminating at the BPTT Galeota Point Terminal. This project requires the installation of new process piping, onshore receiving facilities, and associated process equipment. The scope includes the installation of a new Emergency Shutdown Valve (ESDV) station, pig receiver, pigging debris separator, and interconnecting process piping to the existing LACT unit at the BPTT terminal. Perenco contracted SMSCL to safely and efficiently execute the project, leveraging SMSCL’s expertise in project management and execution.
Pre-Execution Activities by SMSCL
SMSCL conducted detailed site visits and orientations, enabling the team to comprehensively evaluate the project scope. The execution phase was planned with meticulous attention to work activity evaluation, risk assessment, and the establishment of an optimized execution strategy. To ensure the highest standards of quality and safety, SMSCL implemented a Contract Quality Plan. This plan included:
- Sequential task completion.
- Routine quality inspections of work performed.
- Comprehensive record management to provide daily project progress documentation to the client.
SMSCL's Contributions
This Scope of Work encompasses all demolition, mechanical tasks, civil works, structural works, site preparation, and the installation of equipment and piping necessary to connect the TSP’s new 10-inch pipeline to the existing pipeline and LACT unit at the BPTT Galeota Terminal.
1.Documentation and Compliance
- Preparation of a detailed technical document outlining project requirements, compliance specifications, and execution steps to ensure alignment with client and industry standards.
2.Fabrication, Welding, and Testing
- Welding and fabrication of all piping spools.
- Hydrotesting of fabricated components to ensure pipeline integrity.
- Blasting and painting of piping spools to meet corrosion resistance and aesthetic requirements.
3. Scaffolding Installation
- Erection of scaffolding structures to support the execution of piping, structural, and other project-related works.
4.Rigging and Installation
- Rigging and installation of fabricated pipe spools, valves, instrumentation, and associated supports.
- Installation of U-bolts and flange protection components to ensure secure and efficient pipeline operation.
5.Structural Works
- Installation of structural supports, access platforms, and stairways, ensuring all elements are securely fastened.
6.Pipeline Connection
- Installation of a Pipe-in-Pipe (PIP) spool connecting the Butt Weld at ZAPLOC Pipeline Termination to the ESDV.
- The PIP spool consists of a 10-inch, 600# Class pipe with an estimated length of30 feet, including three butt welds.
