Project Overview and Objectives
The Beachfield Control Building project delivered a fully blast-resistant operations complex—comprising a Control Building, Guard Booth, paved access road and parking, CCTV and card-access security, perimeter fencing and lighting, plus redesigned main accessway and drainage—for the National Gas Company of Trinidad & Tobago Limited (NGC) at its Beachfield Condensate Storage Facility. Executed under a design-build contract, the integrated scope ensured seamless coordination across structural, mechanical, electrical, instrumentation and civil works, yielding a turnkey facility tailored to NGC’s stringent safety and operational requirements .
By combining in-house engineering, certified blast-resistant construction techniques and end-to-end security systems integration, our team not only met but exceeded performance targets, providing NGC with a robust, future-proof asset. This project exemplifies our capability to manage complex, multi-disciplinary deliverables—making us the ideal partner for any high-stakes industrial facility upgrade.
Constraints
Located 2 km inland of Guayaguayare Bay within the live Petrotrin compound, all works were performed within 10 m of active pipelines, existing buildings and 24/7 hydrocarbon operations. Our mobilization plan included erection of secure hoarding, temporary roads and utilities without disrupting third-party activities, while maintaining NGC’s no-smoking, asbestos-free, and COVID-19 safety regimes .
Through continuous coordination with NGC’s HSSE team and local authorities, we established robust access controls and traffic-management systems that ensured zero lost-time incidents and uninterrupted plant operations throughout construction—demonstrating our ability to deliver complex civil and structural works under the most challenging live-site conditions.
Codes, Standards & Quality Management
All design, materials and installation conformed to leading international and local standards—including ACI 318, BS 8110, Eurocode 2, NFPA, API RPs, and the Trinidad & Tobago Electrical Wiring Code TTS 171—validated through our ISO 9001-based QA/QC plan. Independent testing of concrete CBR, welds, electrical installations and instrumentation wiring was performed by certified third-party labs, ensuring compliance with both NGC’s Quality Management Program and environmental regulations under the Environmental Management Act 2000 .
Our proprietary digital quality-control platform provided real-time visibility into inspection checklists, non-conformance reports and corrective actions—enabling NGC stakeholders to track project quality metrics remotely and make data-driven decisions, a capability unmatched by typical turnkey contractors.
From mobilization to demobilization, our team managed every facet of the project lifecycle: securing performance bonds and insurances; installing and relocating site offices, water and sanitary facilities; providing 24/7 security; and coordinating SIMOPS (simultaneous operations) to prevent scope overlap with other contractors .
Our in-house field engineering and survey group conducted daily instrument checks, maintained as-built records, and updated CAD drawings after each major milestone. We also restored any third-party infrastructure impacted by our works at no additional cost—underscoring our commitment to turnkey service and risk-free delivery for clients seeking minimal administrative overhead.
Scope by Work Package
- Control Building (WP 1): Excavation to 2 m depth, raft foundation, blast-resistant RC walls and roof, raised access flooring, dedicated meeting, cabinet, electrical, battery, kitchenette and washroom spaces, full MEP fit-out (HVAC, lighting, small power, plumbing, fire/gas detection), and lightning protection .
- Guard Booth (WP 2): RC raft foundation, blast-rated walls, internal finishes, sanitary fit-out and basic HVAC provisions for 24/7 security operations .
- Access Road & Parking (WP 3): Subgrade compaction, sand capping, aggregate sub-base, crushed-limestone base and asphalt wearing course; line-marking for 15 bays; heavy-vehicle turning radii; speed breakers; and integrated drainage channels .
- CCTV & Access Control (WP 4): Functional Design Specification, supply and installation of PTZ and fixed IP cameras, NVR, VMS, fibre-optic backbone, access-control panels/readers, intercoms, dual-monitor stations, full testing and commissioning .
- Fencing & Lighting (WP 5): 8 ft high perimeter wire-panel fence with razor wire, sliding and pedestrian gates, LED floodlight poles with power distribution and grounding, plus plumbing tie-ins for washdown stations .
HSE and Environmental Controls
Our zero-incident safety record was achieved through daily permit-to-work briefings, continuous air-quality and vibration monitoring, dust suppression measures, and strict waste-segregation protocols—no on-site burning permitted. An Air Management Plan and Noise Control Plan ensured minimal disruption to neighboring communities, satisfying both NGC and Environmental Management Authority requirements .
Emergency response drills, lightning protection audits, and COVID-19 screening checkpoints further reinforced our proactive safety culture, positioning us as a contractor who places workforce and environmental stewardship on par with technical delivery.
Turnover and Close-Out
At completion, we furnished NGC with: as-built CAD and GIS drawings; calibrated instrument and electrical test certificates; O&M manuals; spare-parts lists; software licenses; and training sessions for operations personnel on CCTV, access-control, MEP and structural maintenance protocols .
Our dedicated post-handover support desk provided 90 days of warranty services, rapid response to punch-list items, and an optional multi-year maintenance contract—ensuring sustained performance and making future expansions seamless.
